Vieng Xai is about 30 kilometres from Sam Neua. During the 'Secret War' from 1964 to 1973, while the Americans were fighting in North Vietnam, the Vieng Xai Caves were a vital Headquarters for the Pathet Lao.

The area suffered very heavy aerial bombing and around 20,000 soldiers and civilians retreated to shelter in these hidden caves.
The caves became a hidden city providing everything needed for a population of 20,000 people. Cooking had to be done with caution as any smoke would alert the American bombers to the presence of people in that area. The city was equipped with hospitals, schools, markets, military barracks, a theatre and a radio station.
